תוס' ד"ה דבר

Something which is fit to become holy; excluding one who eats Terumoh which is Chomaitz - דבר הראוי להיות קודש פרט לאוכל תרומת חמץ

Summary:
We derive from ונתן לכהן את הקודש that the payment must be similar to what he ate, and that both the payment and what he ate are ראוי להיות קודש. The rule of המפריש תרומת חמץ בפסח אינו קדושה applies, according to ריה"ג, only to food that לא היה לה שעת הכושר to be תרומה; however if we maintain חמץ is אסור בהנאה, it applies even to food that had a שעת הכושר to be תרומה.
