Summary:
זריקה is מוציא a יוצא from מעילה (according to ר"ע ור"י) so certainly it is effective להרצאה (even though the ציץ is not מרצה for יוצא).

תוס' ד"ה ונתן

‘And he shall give’; indicating detached, but they are connected - ונתן אלמא תלושין והא מחוברין נינהו

Summary:
The water in the כלי even though it is מחוברין to the מעין (and should not be מקבל טומאה since there is השקה to the מעין), nevertheless they are considered תלושין (since the תורה writes ונתן) and are מקבל טומאה.
