תוס' ד"ה פדיון

Redeeming captives is a great מצוה, etc. - פדיון שבוים מצוה רבה

And it is distributed by three because it is like monetary matters - ומתחלקת בג' מפני שהיא כדיני ממונות

And to change it to whatever they desire - ולשנותה לכל מה שירצו

Summary:
A גבאי (or the donor) cannot change the צדקה [to a דבר הרשות]; however the בני העיר can change צדקה monies to be used for צרכי ציבור even for a דבר הרשות.

Like this incident where רבא coerced - כי הא דרבא אכפיה

Summary:
It was רבא and another who were אכפיה to רנב"א to give צדקה. No individual can assert his authority over the צבור.

תוס' ד"ה אכפיה

He coerced רב נתן, etc. - אכפיה לרב נתן

Summary:
ר"ת: no coercion at all for צדקה purposes. ר"י: The בי"ד coerces for צדקה, since there is a לאו (also). ריצב"א: The בי"ד does not coerce עד שתצא נפשו since אין בי"ד נענשין ע"ז, however they may apply a limited coercion.

תוס' ד"ה דין

A correct truthful judgment - דין אמת לאמתו

Summary:
דין אמת לאמתו enjoins the בי"ד from accepting testimony from patently false witnesses (אמת), and from veering away from the code of law (לאמתו). The facts and the ruling must comply with the truth.

תוס' ד"ה ומצדיקי

And those who benefit the many, etc.; these are the teachers of young children - ומצדיקי הרבים וגומר אלו מלמדי תינוקות

Summary:
The ר"י maintains that (our) רקיע shines brighter than the stars. While the ריב"א maintains that the רקיע here refers to the רקיע שעל החיות which is as bright as the sun, and the sun of לעת"ל (which the רבנן are compared to) is שבעתים כאור שבעת הימים which is שבעתים brighter that the sun is now. גבאי צדקה are greater than מלמדי תינוקות and the רבנן are greater than גבאי צדקה.
