תוס' ד"ה נימא

Shall we say that it is not worth the amount of money and they argue in Shmuel - נימא בדלא שוי שיעור זוזי ובדשמואל קמיפלגי

Summary:
According to רש"י (when the גמרא states לימא בדלא שוי שיעור זוזי ובדשמואל קמפלגי) the מחלוקת between ר"א ור"ע is only if לא שוי, but by שוי all agree that he is a ש"ש; however according to תוספות the מחלוקת is in both cases, ר"ע maintains he loses all the money, while ר"א maintains he loses none.

No; for everyone disagrees with Shmuel - לא דכולי עלמא לית להו דשמואל

Summary:
According to רש"י the ruling of שמואל is (even) by לא פריש, according to the ר"ח and ר"ת the ruling of שמואל is only by פריש. The ר"ת rules like שמואל while the ר"ח does not.
