It is possible for סוכות to be in תקופות תמוז since we are not מעבר based on the תקופה alone.

Before the planting and during the planting - לפני הזרע ובשעת הזרע

Summary:
There is a need for grain בסוף הזרע for they have not purchased enough לפני הזרע.

For partners - לשותפין

Summary:
The business deal must continue until the proper time comes (the פרקים).

If this is so, is this what is written, ‘and the sun beat down’ - אי הכי היינו דכתיב ותך השמש

Summary:
The east wind can be strong, however in this פסוק it tells us merely that it silenced the other winds and warmed the world.

According to רש"י it seems that ר"נ בר יצחק is ר"נ סתם, however according to תוספות it is ר"נ בר יעקב who is ר"נ סתם.

The demon is blowing - שדיא נשיב

The east wind is not called שדיא; rather it blew harshly like a שדיא.
