Summary:
According to רש"י the concern is that he will be מבטל the גט and the תק"ח accomplishes that we do not believe him. According to תוספות the concern is for לעז, and the תק"ח assures us that he will not be מוציא לעז.

So that Jewish women should not be promiscuous, etc. - שלא יהו בנות ישראל פרוצות כולי

Summary:
The two לשונות (of קלקולא and פריצותא) are only according to the ת"ק; however ר"י maintains פריצותא and ר"מ ור"א follow קלקולא.

Since they said, from a far land, etc. - כיון דאמרו מארץ רחוקה וכולי

Summary:
The rule of לא תחיה כל נשמה is only if they chose not to make peace. One may not kill anyone even from the ז' אומות if he wishes to be מתגייר. There would not have been a חילול השם according to ר"י if they were able to be מפיר the נדר שהודר ברבים.

Rav Nachman Bar Yitzchok said, three - רב נחמן בר יצחק אמר שלשה

Summary:
According to רש"י when משה (or a בי"ד) state לא על דעתך וכו' it is in order to make this a נדר ע"ד רבים, while according to תוספות it is to prevent deceit.
