That is for the closer one has precedent - ההוא לקרוב קרוב קודם

Summary:
Two יגאלנו are for הקרוב קרוב קודם ( (by ע"ע הנמכר לנכרי and שדה אחוזה ובתי החצרים); the third is to exclude ע"ע הנמכר לישראל from גאולת קרובים.

תוס' ד"ה בביאה

Regarding the second Bee’oh, no one argues that it is forbidden - בביאה שניה כולי עלמא לא פליגי דאסור

Summary:
When an איסור is removed by a ישראל it is removed by a כהן as well (by ש"כ) (together with איסורי כהונה), however when by a ישראל there is no איסור, the איסור כהונה remains (by יפ"ת).
