תוס' ד"ה זקן

An elder who is Ashmai - זקן אשמאי

Summary:
According to רש"י a זקן אשמאי is either a רשע or a עם הארץ, while according to תוספות he is merely a בור (or ע"ה), but not a רשע.

תוס' ד"ה ואין

And an elder means a wise man, only; as it is stated, ‘gather for me seventy men, etc.’ -ואין זקן אלא חכם שנאמר אספה לי שבעים איש כולי

The use of זקני regarding the שבעים זקנים informs us that a זקן אשמאי is not a זקן.

Why this difference that they are separated; we derive from this that this one is not that one - מאי שנא דפלגינהו שמע מינה דהאי לאו האי

Summary:
A יניק וחכים must be an exceptional חכם, while a שיבה need not be (as long as he is a חכם). A זקן וחכים and a יניק וחכים who are equal בחכמה, the זקן takes precedence.
